Linda Rosenberg leads the National Council and its member organizations in increasing access to and continuously improving the quality of community-based mental health and addiction treatment and services. Rosenberg can speak on public perceptions of mental illness and addictions, the effectiveness of treatment, the structure and funding of the public mental health system, challenges to effective treatment, crisis prevention and response, the focus on whole health for mind and body, and workforce issues.

Vice President, Public Policy and Practice Improvement, National Council for Community Behavioral Healthcare
Charles Ingoglia has worked as a provider, an advocate, and an educator for government and public sector behavioral health organizations. He directs the federal affairs function of the National Council as well as its policy and clinical and business practice improvement initiatives. He can speak on issues such as funding for the public mental health system ? Medicaid, Medicare, and more; provider/physician reimbursement; the electronic health record, and the coordination of behavioral and primary healthcare.

Tammy Seltzer is an attorney who specializes in Medicaid and criminal justice issues, including jail diversion and mental health courts. She has initiated litigation challenging criminal justice system practices that discriminate against people with serious mental illness. She can speak on state-specific as well as national legal and legislative issues that impact adults and children with mental illness and addictions as well as their healthcare providers and caregivers.

As the president and CEO of the Rhode Island Council of Community Mental Health Organizations, Elizabeth Earls leads advocacy efforts for nonprofit community mental health organizations in Rhode Island. She can speak on the need for increased public awareness of mental health and addiction issues and the significance of community involvement and collaborations to facilitate prevention, early intervention, and effective treatment.

First Vice Chair, Board of National Council for Community Behavioral Healthcare
As president/CEO of Comprehensive Mental Health Services, Inc. in Independence, Missouri, Bill Kyles directs the provision of services to 4,000 families annually in 20 programs ranging from outpatient services and alcohol and drug treatment to adult community support and help for the homeless. He is also a clinical psychologist. Kyles can provide a first-hand perspective on the clinical and business successes and challenges that community mental healthcare providers face on the ground everyday.
